How to get BIS Registration in India?




BIS stands for the Bureau of Indian Standards that ensures the products or goods traded within India are secured, safe and reliable. BIS conducts the surveys and testing through its laboratories set up across all over India. BIS has a total of eight central, four regional and three branch laboratories for testing the samples during preliminary and surveillance operations.

International Standardization Organization is an international agency for regulating the safety of products that are provided to the general public for consuming and is responsible for publishing the standards which shall be adhered to by the products. BIS is an Indian version of those Standards.

Mandatory BIS Certification in India 

Scheme to get Online BIS certification is optional; government in public interest has made it mandatory to take BIS Certification for the products falling within the following list of groups:
  • Cement
  • Household electrical goods

  • Oil pressure stoves
  • Automobiles
  • Electrical motors and transformers
  • Capacitors
  • Chemicals

BIS registration is allotted with 2 years of validity and can be renewed provided if the product under review and standards of BIS are not changed.

Kinds of Online BIS Registration Scheme
BIS Registration for any product varies as per its categorization under different schemes such as:


1.   Normal Procedure for Domestic Manufacturer: Applicant submits BIS Certification along with necessary documents and deposits prescribed fees. Thereafter, the BIS officer evaluates by collecting the samples to test the same in the factory. Officer draws the independent test report, and in a case, testing of samples is approved, BIS Registration is granted.
2.   Simplified Procedure for Domestic Manufacturer: As the name suggests, it is the simplified method of BIS registration in which the applicant submits the test reports of samples for testing along with the application, documents, and fees. In case test reports are satisfactory to the officer, he shall upon verification of factory allot the Registration Certificate. Registration under this process is simplified and is granted within 30 days of submission of application.
3.   Eco Mark Scheme: Under this scheme, all the environmental products are categorized based on their confirmation to basic requirements as per Indian Standards. BIS under this special scheme provides a License to environment-friendly products.
4.  Foreign Manufacturer Certification Scheme: Under this scheme, a License is granted to overseas applicants or manufacturer. Registration under this scheme takes 6 months.

Online BIS Certification Process in India 

Online BIS Registration can be obtained by following simple steps. We have jotted down the checklist of the process for you:

  • Apply in prescribed fee along with Government Fee of INR 1000 to the branch office having jurisdiction in which the manufacturing unit is located.
  • Once the application is received by authorities, preliminary inspection is conducted within 15 days of receipt of the application. Officer inspects and undergoes quality checks of products and ensures the products adhered to Indian Standards.
  • Authority grants the License to use the Standard Mark of BIS after the officers are assured that application is completed in all aspects and that products confirm the standards of BIS.

Documentation

List of documents required to be annexed with the application for BIS Certification:
  • Documents provided by Central or State Government such as Incorporation Certificate authenticating the address proof of establishment of the manufacturing unit.
  • If the applicant is a small scale unit, supporting document of Registration Certificate from the local authority is required
  • Full details of the entire manufacturing process such as raw materials, finished product, in-process control at each stage of production, outsourced manufacturing, etc.
  • List of machinery and types of equipment installed in the factory
  • Complete list of testing facilities such as equipment used, testing process, the accuracy level of equipment, and quality of the same.
  • Plant layout for indicating the manufacturing unit, office space, storage area, etc. available on factory premise
  • Test reports for the tests conducted for each raw material, components and products
